As I said on IRC:

Surely for a preseeded install you're typically preseeding the locale
too, and for a customised installation image you can just change
ubiquity directly.  It kind of seems to me that if you need
internationalisation in ubiquity/custom_title_text you're doing
something wrong.

Please explain exactly what you're doing here.
