I'm dropping the config.guess/sub stuff; util-linux already calls
autoreconf in its build target, so it's unnecessary.

  New

Bug description:
  util-linux needs config.{guess, sub} updating for arm64 and also a on-
  line patch for fdisk in order to buld for arm64

  patch attached. All of this should be upstream (an autoreconf would
  fix the autoconf config stuff more thoroughly).
