I can't reproduce this and, obviously, neither can our build daemons, or
nothing in oneiric would actually build.  I'm assuming you've since
moved past oneiric, but if you have any meaningful way to reproduce this
situation, I'd be curious to know what is/was wrong.

Status in “eglibc” package in Ubuntu:
  Incomplete

Bug description:
  I installed Oneiric onto my Pandaboard and noticed that there are no C
  headers, even if dpkg -l shows that libc6 and libc6-dev are installed.
  In /usr/include they are simply not there. gcc complains when #include
  <stdio.h> is added to a C source file.
