[Bug 1105259] [NEW] when there are upgrade failures, the upgrade blocks waiting for apport

Public bug reported:

On a dist-upgrade from quantal to raring, I had a number of installation
failures that triggered apport dialogs. Every single one of these had
to be dealt with, serially, before the upgrade would finish. This seems
less than ideal. Couldn't the apport prompts be backgrounded or queued
for later in /var/crash?

** Affects: update-manager (Ubuntu)
     Importance: Undecided
         Status: New
