Can you try editing /etc/apparmor.d/usr.sbin.dhcpd and add:
"network packet raw,"

Below the current: "network packet packet,"

Then do: /etc/init.d/apparmor reload

And see if it now works as expected (successful start and no more
apparmor DENIED in dmesg).

If this works, I'll include the profile change in the next upload.
