[Bug 1108235] [NEW] Ubuntu 12.10 install "Choose a security key" dialog says certain passwords are short, when they are not

You have been subscribed to a public bug:

In the installer for Ubuntu 12.10 amd64, with the "Encrypt the new
Ubuntu installation for security" option selected,

Typing the following in as a password:
  Passw0rd
gives a "Good Password" evaluation.
Changing the password to
  Passw0rdA9B
gives "Strong Password"
Changing to password
  Passw0rdA9B9
gives "Short Password"
Changing to
  Passw0rdA9B<any alpha-string><any number or symbol>
also gives "Short Password".
This error seems to require the presence of uppercase alpha characters or symbols.
I expect that a password like
  bR7#lpB6!
is not considered a "Short Password", when
  lalala
is considered a "Fair Password".

In short, the password evaluation mechanism seems to be off.  If there
is something wrong with this class of passwords, it would be useful to
see a more meaningful evaluation message.
