I have proposed a change to /usr/share/locales/remove-language-pack to
fix bug 863378, and like Gabor I have a feeling that it might take care
of this bug as well.

  Unnecessary languages listed but not installed after install

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  Testing Precise ISO build 20120319.

  Steps:
  1) Boot it from a usb/cd live and click on Try Ubuntu with English language.
  2) Click on Install icon on the desktop, connected or not to the net (it's the same)
  3) After reboot, the language selector shows as screenshot-19 and screenshot-20 (regional format)

  English variants and Chinese are grey in the list, the only installed
  language (checked in install/remove languages...) is English.
