you are able to do all these things, just not from the installer. I've
marked this as affects ubiquity.

  Regional settings

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  There is no way to edit regional settings to change formats of date,
  time etc. For example if one prefers the ISO 8601 date format (YYYY-
  MM-DD) he is unable to set it. The regional settings dialog should be
  changed.

  Releases: 12.04 and higher
