[Bug 1200283] [NEW] Consider using nullok instead of nullok_secure to allow for passwordless login feature

Public bug reported:

As part of the Security & Privacy panel in System Settings, mpt proposed
allowing users to easily set their account to log in without a password.
(This feature actually already exists in the User Accounts panel but
it's a bit hard-to-discover). A user needs admin rights to set this
option.

However setting this option breaks sudo and policykit authentication
prompts.

mdeslaur believes this is because Ubuntu uses nullok_secure instead of
nullok in the default pam configuration.
