I have tested the above two cases, the user's home directory already
existed before we called adduser, but where the user directory is
created.

  Invalid

Bug description:
  I customize 13.04, but in the /usr/share/initramfs-tools/scripts
  /casper-bottom/25adduser the chroot /root /usr/lib/user-setup/user-
  setup-apply > /dev/null don't copy file from /etc/skel.
