So I guess that ‘slc-isa:8080’ is the proxy you were using?  Please be
more specific about how do you change your “location” and disable the
proxy settings?

Can you provide the output of:
$ apt-config dump | grep -i proxy

both before and after you change location/remove the proxy settings.

  Hello i   use some proxy setting in firefox and network proxy setting from administrator menu, 
  then i change my location and i use internet with out proxy, any why after i removie the proxy setting the APT is give me this  error
