Thank you for your reply. Your system has been configured to not update
to newer releases expect LTS ones. Could you try replacing the lts by
normal in the file /etc/update-manager/release-upgrades (either by
opening with gksudo gedit or graphically with the software and updates
tool) and try to upgrade again? Thanks in advance.

when using ubuntu 12.04, and typing in do-release-upgrade into a
terminal, it tells me that no new release is available, even though
there is.
