[Bug 1154026] [NEW] Wrong time zone highlighting on map for all russian time zones

You have been subscribed to a public bug:
The russian goverment decided to switch to full year summer time
daylight (rather long time ago). For example for Moscow it is GMT+4 time
offset for the year.
In installer, when you click on map somewhere near Moscow (or select Moscow as your city) timezone GMT+4 is highlighted somewhere below but not highlighting the zone around Moscow itself.
For some eastern parts of Russia you can see highlighting on the next zone (more eastern one).
It seems that map time zones are not adjusted to that goverment
decision.
It is actual for Ubuntu 13.04 (as well as for all previous relises).
