This is a bug in libtimezonemap which has the world map, all countries
and timezones traced in a high quality SVG file and then split into pre-
rendered PNG files that ubiquity uses to show/highlight timezones.

This map (Inkscape layers) need updating to recent changes in timezones
/ daylight saving time. If someone has time and knows how to work with
inkscape layers and union/subtract objects, an update to that map would
be greatly appreciated.

This is a duplicate bug, of an earlier filed request.

Title:
  Wrong time zone highlighting on map for all russian time zones

Status in “ubiquity” package in Ubuntu:
  Confirmed

Bug description:
  The russian goverment decided to switch to full year summer time
  daylight (rather long time ago). For example for Moscow it is GMT+4
  time offset for the year.

  In installer, when you click on map somewhere near Moscow (or select Moscow as your city) timezone GMT+4 is highlighted somewhere below but not highlighting the zone around Moscow itself.
  For some eastern parts of Russia you can see highlighting on the next zone (more eastern one).

  It seems that map time zones are not adjusted to that goverment
  decision.

  It is actual for Ubuntu 13.04 (as well as for all previous relises).
