The bug is reproduced when plymouth is running while the method DM.run() (file /usr/bin/ubiquity-dm)
is running: in this case plymouth is killed by the command

plymouth quit --retain-splash

on the line 269 of the script /usr/bin/ubiquity-dm. When plymouth exits in this way the active console
isn't switched and Xorg starts with the 6th console active.

I'm not sure whether plymouth should be alive at this point of a
startup.
