HEY, I JUST FOUND A SOLUTION

              I just found a solution which resolved my own problem, but
still wish to report this bug:

              A serious warning appeared on the top menu, which lead to solution:
              Fail to update may be "bad connection" OR "on Software & Updates"
              tick (selected) a source that is no longer supported.

             So, the bug is this: 
                   The message from Software Updater reads "bad connection"
                   but does not give the second alternative "or Software & Updates"

   So, I tried one-by-one, the Software & Updates line that caused 
   the stop was: 

        Installable from CD-ROM/DVD, Cdrom with Ubuntu 13.04 "Raring Ringtail" Restricted copyright.
   
   So, the only bug is on the Warning:
               Failed to download repository information
               Check your Internet connection, 
              AND/OR
              Check Software & Updates for unsupported updates

  Software Updater connection

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Confirmed

Bug description:
  Fault: Software Updater
            Failed to download repository information
            Check your Internet connection

     Settings:
            (Usual) Download from: Server from United States
            also tried       Main Server
                                   Indonesia automatic choice   
     There is nothing wrong with my local connection, all downloads
     are coming fast and clean. On the Windows partition I have
     App ToolWiz computer and Internet permanent monitor.
     Ubuntu Software Center works very well, and fast.
     Ubuntu performance: very good, have no faults to report at all.
     Since I re-installed Ubuntu-13.04 to  100Gb partition, it came
     very stable and fast.
     Last big automatic update: 2 weeks ago, after fresh installation 
     of Ubuntu-13.04. Settings followed recipe from OMG.
     All Apps came from Ubuntu Software Center, except WPS Kingsoft,
     download and instructions from OMG, installed with Ubuntu 
     Software Center, worked immediately without problem.
