This was a bad drive rather than a bug.

Title:
  Ubuntu 8.04 hangs during install

Status in “ubiquity” package in Ubuntu:
  Invalid

Bug description:
  Hardware is detected OK but it hangs everytime at 2% "Retrieving
  binutils-static-udeb"

  Error messages start out with ata errors on sda

  I've swapped my CDROM 3 times and done all the usual cleanup on the
  machine.

  SGI 1100 1GB RAM - Dual Pentium 3 - Seagate Barracuda HD - integrated
  ATI Rage XL - integrated Fast Ethernet.
