Bug description:
This is a bug I found in beta of Ubuntu 13.04. If I install Ubuntu
without Internet connection, the installed system is unable to get
updates description from repositories. In particular, "apt-get update"
will try to get a "Packages" file from the repositories, but get error
404 instead, because only "Packages.gz" and "Packages.bz2" are
available from those sites.
