Public bug reported:

Take a chrome window and drag it to the upper part of the screen, it
will maximize and stay there. Dragging it down again doesn't help, it
will stay poot.

It is supposed to restore to the last size and start being dragged.

Ubuntu 12.04 x64
Chrome 27.0.1453.110
