I don't know what the ubuntu-gnome theme is meant to provide, but you'd need 
to take that up with the ubuntu-gnome maintainers.

  no splash image during boot / start up

Status in “ubuntu-gnome-default-settings” package in Ubuntu:

Bug description:
  I have no splash image during the booting process. No ubuntu 13.04
  logo with 5 dots or no other image is shown. Only the default gnome
  blue stripped wallpaper is shown. My mouse cursor is visible. After
  5-10 seconds my desktop (which has different wallpaper).
