That's right. But the reason you'd want to turn phased updates off is
the same as the reason you'd want to turn -proposed on: because you're a
developer or tester who wants to be sure you're testing the latest
version.

Bug description:
  update-manager is aware of an apt configuration option to either
  "Always-Include-Phased-Updates" or "Never-Include-Phased-Updates",
  however there no user interface for creating or changing this setting.
  I think it makes sense for software-properties (probably in the
  "Updates" tab) to have the ability to set the option as to whether or
  not phased updates are always or never included.
