Reassigning to ubuntu-themes since that's the package that provides this
icon.
** Package changed: update-manager (Ubuntu) => ubuntu-themes (Ubuntu)

Title:
Software updater icon is confusing
Status in “ubuntu-themes” package in Ubuntu:
New
Bug description:
The icon which pops up on the launcher for the software updater when
there are updates available includes a picture of a progress bar. This
has led me to believe that it is "doing something" and doesn't need
attention.
But it's not a progress bar, it's just a picture and it's waiting for
me to click on it and tell it to install updates, which then puts a
real progress bar over the "fake" one. I think this is somewhat
confusing, and the "fake" progress bar should be removed from the
icon.
The same could go for the Software Centre, but I've never personally
found this one confusing.
