Title:
shim should always be used on UEFI Systems

Status in “grub-installer” package in Ubuntu:
  New

Bug description:
On an UEFI System, shim should always be used as a first stage loader,
no matter if secure boot is enabled or not.

This would allow the user to enable or disable SecureBoot on demand
and would still lead to a bootable system.

  Current situation:

Wenn you install ubuntu 12.10 on a system where SecureBoot is disabled
and enable it afterwards, it would not boot, complaining about an
unsigned loader. This happens as grub seems to be booted directly
  instead of using shim
