  New UI (in Ubuntu 13.04) not support right-to-left

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  New modifications of UI of update manager in Ubuntu 13.04 NOT support
  right-to-left locales.

  Unlike previous versions were support right-to-left correctly.

  what must happen in right-to-left locals in new version is:

  * "Download" column moves to left.
  * "install" column moves to right.
