[Bug 1153989] [NEW] DEP8 tests failed: Makefile replaced by setup.py test

Public bug reported:

debian/tests/run-tests uses the following command to run dep8 tests:
cd tests
xvfb-run make

But software-properties (0.92.14) removed it:

  * test cleanups, i.e. python{,3} setup.py test works now instead of
    using a custom makefile


The run script must be updated to use setup.py instead of make.
