[Bug 1154906] [NEW] oem-config not installed after initial installation in oem install mode

Public bug reported:

After an initial installation in OEM mode, oem-config (nor oem-config-
gtk) are installed and "Prepare for Shipping" script launcher is not
available.

It seems that
https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/984736  has
reared it ugly head again but this time in Ubuntu 12.04.2.

Will you please fix it again?

The workaround is:

sudo apt-get install oem-gtk-config

The cp the appropriate file from /usr/share/applications/   to ~/Desktop
