Title:
nih_watch_handle() does not handle file watches correctly

Status in NIH Utility Library:
  Fix Committed
Status in “libnih” package in Ubuntu:
  Fix Released

Bug description:
nih_watch_handle() currently assumes every watch relates to a
directory watch. If a file watch is specified, nih_watch_handle()
attaches a trailing slash to make it into an (invalid) directory path.
