Title:
allow dbus to restart upstart immediately on upgrade

Status in “dbus” package in Ubuntu:
  Fix Released

Bug description:
As of version 1.6, Upstart has been able to perform stateful re-exec
[1]. The postinst maintainer script for dbus therefore needs to be
amended to force a stateful re-exec if the running instance of Upstart
supports stateful re-exec such that /sbin/init picks up the latest
  version.

This is a refinement to the change made by bug 740390.

Debdiff attached as udd branch is out-of-date.
