Bug description:
  Ubuntu 12.10 is still using the 2012e release of tzdata, which doesn't
  reflect the latest changes to Chilean Daylight Saving Time:

  As a result, the time for Chile is wrong by one hour, as of today.

  Updating to the 2013a release:
