This bug was fixed in the package ubiquity - 2.13.17

    - User testing showed people are not expecting to be photographed and
      raise privacy concerns as to where the picture will be uploaded to.
    - Provides limited benefit, as avatar only ever shown on multi-login
      systems in the switch user indicator / pkexec.
    - Crashes the installer or doesn't work with certain webcams.
    - Miss detects camera presence, when it's just a sensor.
    - The recommendation is to move webcam test to checkbox / hw testing,
      as video conferencing is very popular these days and should work
      reliably out of the box.

  Webcam is not capturing the image during raring desktop installations

Status in “ubiquity” package in Ubuntu:
  Fix Released

Bug description:
  The 'Choose a picture' step does not capture photos during the  raring
  desktop installations. It could be noticed in both amd64 and i386
  installations. The hardware that's used is Dell Inspiron N4010.

  Steps to reproduce:
  1. Start the installation on a real hardware with webcam (Dell Inspiron N4010 in this case)
  2. Continue through to 'Choose a picture' section 
  3. It could be noticed the photo can not be captured ( please see the attached screen shot for how it looks)
