Status in “ubuntu-release-upgrader” package in Ubuntu:
  Incomplete

Bug description:
  ERROR:root:failed to mark 'ubuntu-desktop' for install (E:Unable to
  correct problems, you have held broken packages.)

  I was asked to do a partial upgrade. Every time I run it, it fails --
  not a transient problem.
