edit-patch is interactive by opening a shell to allow editing the patch.
add-patch does not open a terminal, but opens debchange to allow
specifying a changelog entry. You could say that opening
debian/changelog for editing is a bug in add-patch.

Bug description:
  Man page states that edit-patch is interactive, and add-patch is not.
  On my system, it's the other way around. I assume it's the man page
  mistake, or could the executables itself somehow switch places?
