Bug description:
To fix the bug 1015567 a workaround is going to be applied [1]. The
workaround does not silently convert rc packages from non-ma to ma.
The conversion should be done in dpkg before next LTS is released,
otherwise dpkg will be stuck having [1] patch forever.
