devscripts 2.13.1 is now available in raring, so I am marking this as
fixed in Ubuntu.

Bug description:
  It would be nice if the python scripts in devscripts also worked with
  python3, so that developers can avoid having python 2 installed as
  part of the Python 3 transition in Ubuntu
