[Bug 1159128] [NEW] Users can set blank passwords

Public bug reported:

The installer allows users to set blank passwords. This creates issues
when they cannot authenticate for things later. Can you please add a
minimum password length of 3 to the installer to stop this nonsense. I
am continually seeing new users do this and they have to use root
recovery console to dig them out if the stupid hole the installer should
have protected them from.
