Bug description:
Paraguay ended Daylight Saving Time (DST) at midnight between Saturday, March 23 and Sunday, March 24, 2013. The switch came 3 weeks earlier than planned. The South American country was originally scheduled to switch back on Sunday, April 14.

I am using Ubuntu 12.10, with tzdata 2012e-0ubuntu2 as last available version. It does not include the - very recent - change in Paraguayan DST dates.
It seems that upstream version 2013b-1 (already included in Raring) is updated. We Paraguayan Ubuntu Quantal users need this updated version.
