[Bug 1160221] [NEW] Shut down is offered after reboot is required

This is more of a UI inconsistency bug.

After a series of updates which require a software reboot, Software
Updater shows a dialog indicating a reboot is required (with a Reboot
button). In past versions of Ubuntu this would summarily reboot the
computer. In 13.04, a dialog is displayed (from Unity?) offering a Shut
Down or Reboot option to the user even though they have already clicked
Reboot.

If the user clicks Reboot, the computer should Reboot. Otherwise, other
options should be shown at that time.
