This bug also also affects me, using Ubuntu 13.04.
I previously had Kubuntu 13.04 installed alongside Windows 7.
My disk was using a GUID Partition Table. Windows 7 was installed first, using sda1 for the boot loader, sda2 for recovery and sda4 for data.
sda5 was for Kubuntu 13.04 data and sda6 was linuxswap.
Upon selecting "Erase Ubuntu 13.04 and instal Ubuntu 13.04", Ubuquity
(The Ubuntu Installer) deleted the *entire* DIsk partition, created a
new one.
This is brutal. I've lost absolutely *everything*... Gutted!
This is a serious bug. There is absolutely no reason why any partition
other than sda5 had to be formatted... I specifically chose the option
"Erase Ubuntu 13.04 and install Ubuntu 13.04", which is not what
happened. The entire disk was erased, not "Ubuntu 13.04".

Title:
Install over Windows 8 partition erased whole HDD.
Status in “ubiquity” package in Ubuntu:
Confirmed
Bug description:
Tried to install Ubuntu 12.10 on the Windows 8 partition, with the
first option at the menu, something like "Install over Windows 8". My
HDD was split in 2 partitions (500Gb) 400Gb for Windows 7 and 100Gb
for WIndows 8. And I was pretty sure that it was saying Windows 8, not
the whole hdd. I'm using Dell Studio 1458 (notebook), Core i5 M450,
6Gb RAM, 500Gb HDD, video card Radeon HD4580.
