I can't find this package on my system.
If anything didn't get wrong I only install kde-standard to install KDE, even kubuntu-* is not installed.

Currently I found that only if Update Manager found no update will
display this message.  If there is update not applied Update Manager
will not show distribution upgrade information.

  2. Login KDE plasma X session
  3. Set distro release uprade notification frequency as all release versions then run Update Manager.
