I believe this was fixed long ago.  If you are still seeing this on a
supported release, please provide a more detailed description of the
steps you take.

Status in “grub” package in Ubuntu:
  Incomplete

Bug description:
  In the 6.10 server CD, GRUB is merrily auto-installed without giving
  the user a chance to specify where exactly it should go.  In the case
  of a non-working installation of GRUB combined with a system with /
  (not /boot) on a RAID volume -- see bug #87504 -- it becomes
  impossible to reinstall GRUB or LILO from the installer in rescue
  mode.
