I can reproduce this with a gphoto (PtP) camera and my scanner. This
might be a botched uaccess backport in our udev (this was working in
raring when I did it, but since then we got quite a number of changes.

Bug description:
After upgrading to saucy, ACLs are not being set correctly on my USB
microphone (actually, sound devices for my webcam) when I plug it in
after login. This is a regression vs. raring, which I assume has to
do with the consolekit->logind transition. I'm not sure if this is a
problem with logind itself, or perhaps a mismatch between logind and
the udev version that we're currently shipping.
