This bug was fixed in the package udev - 175-0ubuntu28

  * Build with --enable-udev_acl again, as this also controls the uaccess
    backport. Just don't install the ConsoleKit helper and the udev-acl rules.

  Fix Released

Bug description:
  After upgrading to saucy, ACLs are not being set correctly on my USB
  microphone (actually, sound devices for my webcam) when I plug it in
  after login.  This is a regression vs. raring, which I assume has to
  do with the consolekit->logind transition.  I'm not sure if this is a
  problem with logind itself, or perhaps a mismatch between logind and
  the udev version that we're currently shipping.
