You need to not mount the partition in order to resize it.

Status in “ubiquity” package in Ubuntu:

Bug description:
  Binary package hint: ubiquity

  To reproduce:
  Create an NTFS partition with mkntfs.
  Run ubiquity on LiveCD.
  Choose manual partitioning
  Right click ntfs partion, and select edit

  In the dialog no "New partition size" entry will be available. This
  entry is available for ext3 partitions.

  Workaround:
  Resize NTFS partitions using gparted.
