This is the intended behavior.  'update-rc.d -f remove' is not an
administrator interface for disabling services.

Bug description:
  I've got several services installed, including apache httpd, vmware
  server, mysqld and samba. As this is not a dedicated server but my
  development laptop, I removed all automatic startup scripts from
  /etc/rc?.d using update-rc.d -f $service remove. This works fine. But
  somehow, every few weeks (presumably during upgrades, I haven't yet
  found out the exact points in time) the default startup scripts are
  restored (all at once), so the daemons get started at boot. I expect
  the scripts to not be restored automatically.

  I'm running Ubuntu Jaunty Desktop with all latest upgrades.

  I checked "security vuln.", as this could cause the unwanted starting
  of malconfigured services.
