The package apt-offline is not available from the installation media.
When installing Ubuntu Server for use on an isolated network, i.e. with
no access to the Internet, apt-offline offers a mechanism for applying
updates but the first thing one must do is download the package on
another machine, transfer it to the server and install it. It would be
advantageous to provide this package on the installation media of Ubuntu
Server for such scenarios.
This is probably only required for the Server version.
