I have installed the latest 3.9.3 kernel from http://kernel.ubuntu.com/~kernel-ppa/mainline/ and the problem seems solved.
The brightness changes with the function combination keys.
The "System Settings" --> "Brightness and Lock" now contains the brightness controls and works fine.

I have also tried the 3.2.0-41, but the problems persists with this
kernel.

Status in “systemd” package in Ubuntu:
  Incomplete

Bug description:
  The problem is that brightness is at full and I cannot change it. The Fn+F2, Fn+F3 keys do not do anything.
  I have tried adding boot parameters like nomodeset, acpi_hardware=vendor etc. But nothing has worked for me.
  I even tried the /sys/class/backlight way but there is a problem. This directory is empty.
  I am using ubuntu 12.04.2 64bit and I have tried both open source and amd proprietary (13.1) drivers (even the  13.2 beta).
  I even tried the latest mainline kernels up to 3.8.1 which also did not solve my problem.
