Since it is disabled by default, the network will be used.  If you chose
to enable it again, then you expect it to be used, so it needs to come
first.  I've not seen any need to regenerate caches after install to
avoid asking for the cd, so I think this old bug can be closed.

Bug description:
  If a package is available from more than one source in sources.list,
  the first source in the file is preferred. Nowadays we would prefer to
  acquire from a network source if it's available. Thus, the cdrom entry
  needs to go at the end.

  This is the opposite of what we want during installation, where
  installs will be very slow if they all have to come from the network;
  so we'll need to shuffle the entries around towards the end of the
  installation.
