It seems the problem is caused by plymouthd
that switches the active console from 6 to 0
when the boot splash is hidden:

[main.c]                                   quit_splash:Not retaining splash, so deallocating VT
[ply-terminal.c]                    ply_terminal_deactivate_vt:Attempting to set active vt back to 1 from 7
[ply-terminal.c]                    ply_terminal_deactivate_vt:couldn't deallocate vt 7: Device or resource busy

Bug description:
  The Ubuntu 13.04 installer outputs the message "Please remove installation media..." into a wrong console
  while finishing installation in VirtualBox: the message is shown in the 7th console while the active console is the 1st
  (see screenshots attached).

  The same problem is encountered by other people:
