When dist-upgrading, the process , by default to avoid issues, disable the "third party repos like ppa(s); so that message is expected.
And the system might be cleaned before upgrading (clean/autoclean/autoremove/gtkorphan/bleachbit); that way you get better chances to upgrade without conflict due to oldish settings.

You might check your /etc/apt/sources.list to be sure to only
update/upgrade raring repos

  When I try upgrade Ubuntu 12.10 to 13.04 
  I get a message "Third party sources disabled..."
  sudo add-apt-repository ppa:tualatrix/ppa  
  sudo apt-get update 
  sudo apt-get install ubuntu-tweak
  update-manager -d
  sudo apt-get install update-manager-core
  do-release-upgrade -d
  sudo apt-get dist-upgrade
