Apt (and therefore aptitude) takes it proxy settings from apt.conf or
environment.  It is not possible to externally update aptitudes
environment once it is running, so that can not be fixed.  Changes in
apt.conf could be found, but that is not usually how unix programs
operate and so is unexpected and perhaps broken.

There will be no updating of settings from external sources while the
program is running.
